The comma separates two four-digit coordinate values. You are looking for a place on the island, not an arithmetic answer or a keypad code.
Use the map or GPS
The Map Room becomes accessible through the Red Tower route and contains navigation tools. PC Gamer notes that the in-game GPS can also guide this puzzle; coordinate 4166, 1899 places the target within the 41/18 map area.
Check behind the rock
At the destination, search the nearby rock rather than the sign itself. The activation button is concealed on the far side, so walk around the formation before assuming the coordinates are wrong.
Split the two jobs
One player must keep the button held. While it remains active, a second player returns to the numbered structure and takes the revealed control-panel piece. If the reward closes, return one player to the button and try again.
